严格说，名词utility并不是“费用”的意思，而是“日常服务设施”（A commodity or service, such as electricity, water, or public transportation, that is provided by a public utility），最常见的就是水、电、煤气、公共交通等。而水电费的“帐单”，就称为“utility bill”。
