取消周六休假不能“一刀切”

昨日，有群众向本报反映，近日山东省青州市出台了一项新规定。该规定要求，自规定下发后，青州市属机关事业单位要取消周六休息。“国家规定双休，为何市政府就能把这一规定更改？”一举报者说，他不理解在这件事情上，究竟是权大还是法大。Yesterday, some people reported to our newspaper office the new rule newly laid out by Qingzhou City, Shandong Province. The new rule is as follows: After the release of the formal document, Qingzhou municipal authorities and institutes must cancel the holiday of Saturday. “The two-day weekend is set by the national government. Why is the municipal government entitled to change it?” a person said. He could not figure out whether power or law counts more on this affair.

谁都想拥有更多的休息时间，这是不争的事实，公务员也不例外。事实上，1995年3月25日起，国务院重新发布修改关于职工工作时间的规定，将每周工作时间44小时改为40小时，即现行的双休日工时制。但并没有明确规定一周工作40小时外就不能继续工作，也就是我们所说的“加班”。问题是，公务员本质工作就是服务群众，上班时间理应支配群众，应当把人民群众利益放在首位，而不是群众上门办事连接访窗口服务人员都没有。邮局可以加班，医院可以加班，银行可以加班，为什么机关事业单位不可以加班？况且，公务员是代表群众利益拿着老白姓的纳税工资。因此，我认为，站在群众利益的角度，机关事业单位取消周六休息日值得称赞。¬
As a matter of fact, everyone wants more holiday if possible, including civil servants. Actually, since March 25th, 1995, the State Council had changed the relevant rules on the work time for workers, shortening it from 44 hours per week to 40 hours, which exactly conforms to the present two-day weekend policy. But it does not state clearly that apart from the normal 40 hours’ work time, workers cannot work extra time, which is what we often call “overtime”. The problem now is that the key responsibility of civil servants is to serve people in their work time and put people’s benefits in the first place. When people come up to ask for help, civil servants should not be absent without even a receiver. Staff in post office, hospital and bank can work over-time, why can’t our civil servants? After all, the salaries of civil servants are paid with the tax handed in by citizens and they should represent people’s benefits. Therefore, from the perspective of people’s benefits, we should put our hands together for the cancellation of the holiday of Saturday.

当然，任何人都有享受双休日的权利，公务员也需要休息。但是，针对公务员周末双休与群众利益，我觉得应该一分为二看待，实际上目前很多人正常工作日非常繁忙，往往只有周末才有些许空闲，他们需要到政府机关单位处理一些个人事务，也只有选择休息日。但现实情况是诸多政府机关没有人上班，只好等正常工作日请假办理。当然，正常工作日请假是要割舍勤奖金或者薪水。而另一方面，普通百姓遇到紧急情况需要机关事业单位及时处理时，如果政府机关没有人上班，不仅耽搁了最佳处理时机甚至还会带来一定的额外损失。因此，从上述两个角度而言，机关事业单位周六有没有必要上班，答案是肯定的。¬
Of course, everyone is entitled to enjoy two-day weekend and our civil servants also need to rest. However, in terms of the masses’ benefits, I think we need to see this contradiction in two ways. First of all, now many people are busy with their daily work and only free at the weekend. They can only go to the government or related institutes to deal with some affairs at the weekend. However, most of civil servants are off work at that time, so they have to ask their companies for leave on weekdays to deal with the issues. Then their bonus and salaries will be reduced accordingly. On the other hand, when people meet some emergencies and need civil servants to help, who, however, are not on duty at that time, it will not only miss the best time to deal with the issues, but also result in some loss. Thereby, from these two angles, it is for sure that civil servants need to work on Saturday.

那么，机关事业单位周六上班应该如何安排。我认为，应该有选择根据实际情况安排部分人员周六上班，即节省资源，也能检验工作效率。值得一提的是，既然是上班，讲究的是效率和服务质量，不想看到因为是周六就变成一盘散沙。在过去，公务员正常工作日上班玩游戏，离岗，打麻将等上班违纪行为被媒体曝光的新闻屡见不鲜，更有甚者，上班时间工作态度恶劣，普通百姓办事还得看脸色。因此，周六上班的纪律监督与服务质量依然不能松懈，不能让美其名曰“周六加班”成了“混水摸鱼”的幌子。¬
Then the problem comes on how to arrange civil servants to work on Saturday. To my mind, I think we need to arrange part of civil servants to work on Saturday according to actual situations, which can save resources and meantime test their work efficiency. What worth mentioning is that we need to attach great importance to the efficiency and service quality in civil servants’ work on Saturday. In the past, it was frequently revealed by the media that civil servants played computer games or Mahjong in work time. Worse still, some civil servants showed a terrible attitude to people. Therefore, the supervision on the discipline and service should not be any looser on Saturday.

总之，公务员周六上班的初衷值得肯定，甚至有必要全国推广。其关键问题在于，什么样的部门周六上班，什么样人员周六上班，并不能全体上班“一刀切”。周六是国家规定的休息日，政府部门也应当让可以休息的人员尽量多休息；但是，特殊情况特殊处理，尤其是群众服务性的对应窗口应该安排有人值守，群众利益至上，群众来访一趟不容易，公务员的假日固然宝贵，但人民群众的切身利益更宝贵。¬
All in all, we need to confirm even promote civil servants’ “work on Saturday” nationwide. The key issue lies in what department and what staff should work on that day. We should never require all the civil servants to work at the same time. Saturday is the time for rest set by our government and should reach as many people as possible. But special occasion needs to be coped with specially. In some public service offices, there should be some staff on duty. It is not easy for people to come to ask for help, so even though civil servants’ holidays are precious, people’s benefits count more. |
