指一种失业率水平，在该水平上，导致工资上升和价格膨胀的压力和导致工资下降和价格收缩的压力二者，处于衡状态，所以通货膨胀既不上升也不下降；LSUR代表在长期内不存在通货膨胀上升压力的情况下所能获得的最低失业率。也即是这样的一种失业率，在该失业率水平上，长期的菲利普斯曲线（Phillips curve）是垂直的。
