Government jobs are now the top choice for many of China's job seekers, according to a survey released this week, in a finding that illustrates an undercurrent of unease in the world's No. 2 economy.

The survey by online employment company ChinaHR.com showed positions in government and public institutions was the choice of 10.9% of more than 40, 000 college graduates and experienced working people surveyed both online and in person. That put such jobs at the No. 1 spot for the first time since ChinaHR.com began conducting the survey in 2003.

Meanwhile, jobs in the financial industry the top choice of those surveyed every year since 2008 fell to No. 3, with 9% of applicants saying it was their top choice. Jobs in education and research came in second, with 9.7% selecting it as their top choice. One reason, said Liu Xingyang, a human-resources consultant at ChinaHR.com, is that government jobs appear more stable a potentially key feature in a time of slowing economic growth.

'Financial positions always have too much pressure, while most of the post-90s are looking for stable jobs with less pressure, ' said Liu Xingyang, HR consultant at ChinaHR.com, referring to those born after 1990.

The new ranking for government jobs helps illustrate a growing public sensitivity to job security. China's labor market is only beginning to show signs of softness. But many remember the fallout from the global financial crisis, when job cuts were more common. Government jobs have traditionally been seen as more stable, harkening back to the 'iron rice bowl' days of guaranteed employment by state-owned firms.

It also illustrating the increasing awareness of work-life balance, Mr. Liu said. 'This is the first year for youngsters who were born after 1990 to start to work after graduation. Most of them grow up in well-off families. So when looking for jobs, they pay more attention to the balance of work and life instead of earning for a living, ' he said.

The survey also showed the local companies continue to close the competition gap with foreign firms in terms of appeal.

Among the top 10 best employers this year, seven of them are Chinese companies, including state-owned enterprises like China Mobile Ltd. on top and Bank of China Ltd. as No. 8, and prominent private high-tech companies including Baidu Inc. in third place and Lenovo Group Ltd. in sixth.

In 2008, the number of local companies surpasses that of foreign companies in the list of top 50 best employers for the first time, with 28 locals versus 22 foreign companies.

The survey was based on 40, 874 responders from major cities in China, four-fifth of whom were fresh college graduates and the rest were adults with one to five years' working experience.
