1856年10月8日，英国侵略者制造“亚罗号事件”。
“亚罗号事件”发生于1856年10月8日，该日，广东水师千总梁国定带领兵勇在停泊黄埔港的一只由中国人苏亚成所拥有的走私船“亚罗号”上，逮捕了2名中国海盗和10名有海盗嫌疑的水手。这条船为了走私方便，聘用一英国人当船长，并曾在香港当局登记，但在被查捕时，此证早已过期，船上也不再悬挂英国国旗。因此，广东水师在中国船上捕人，完全是中国的内政，与英国毫不相干。英国驻广州代理领事巴夏礼在接到船长的报告后，立即致函两广总督叶名琛，硬说“亚罗号”是英国船，声称水师上船捕人有损领事体面；并无中生有的造谣说，广东水师曾扯下了船上悬挂的英国国旗，这是对英国国旗的侮辱，也是对英国的侮辱。巴夏礼蛮横地要求叶名琛送回水手，赔礼道歉，并限24小时内答复，否则将以武力解决。在巴夏礼无端挑衅面前，叶名琛一面据实复函驳斥，一面因害怕事态扩大而屈服于侵略者的压力，将逮捕的水手送到英国领事馆。叶名琛的妥协行为，大大助长了英国侵略者的嚣张气焰，旨在为新的侵华战争制造借口的巴夏礼，故意刁难，借口礼貌不周，拒不接受。10月23日，英国海军上将西马糜各厘率领英国军舰悍然闯入省河，进犯广州，正式挑起了第二次鸦片战争。
